淺談新時期國有企業信訪維穩工作

        信訪維(wei)(wei)穩(wen)工(gong)(gong)作是我黨獨(du)創的一(yi)種(zhong)群眾(zhong)工(gong)(gong)作方法(fa),是人(ren)民群眾(zhong)向黨和(he)政(zheng)府反(fan)映問題、解決問題的一(yi)種(zhong)渠道途徑,是黨和(he)政(zheng)府聯系群眾(zhong)的橋梁和(he)紐帶,是維(wei)(wei)護和(he)實現群眾(zhong)民主權利的重要(yao)手段。新時(shi)期,加強國(guo)有企業信訪維(wei)(wei)穩(wen)工(gong)(gong)作為(wei)什(shen)么要(yao)有緊迫感?國(guo)有企業信訪維(wei)(wei)穩(wen)工(gong)(gong)作面臨的困境?國(guo)有企業怎樣才能(neng)開展(zhan)好信訪維(wei)(wei)穩(wen)工(gong)(gong)作?筆(bi)者(zhe)有一(yi)些粗淺(qian)的看(kan)法(fa)。

        一、提高認識,強化(hua)緊迫感,為企業(ye)發(fa)展(zhan)和社(she)會和諧穩定(ding)提供(gong)信訪穩定(ding)保障(zhang)。

        新時期,我國改(gai)革(ge)開放(fang)進(jin)入深水區,國有(you)企(qi)業(ye)(ye)(ye)(ye)改(gai)革(ge)發展(zhan)也(ye)進(jin)入攻堅階段。面(mian)對(dui)(dui)(dui)復雜(za)多(duo)變的(de)(de)(de)國際形(xing)勢(shi)和(he)企(qi)業(ye)(ye)(ye)(ye)改(gai)革(ge)過程中出現的(de)(de)(de)諸(zhu)類矛(mao)盾,企(qi)業(ye)(ye)(ye)(ye)要(yao)(yao)(yao)科學發展(zhan),就(jiu)必須有(you)一(yi)(yi)個好(hao)的(de)(de)(de)環境(jing),為此,我們(men)必須對(dui)(dui)(dui)信(xin)(xin)訪(fang)(fang)(fang)維穩工(gong)(gong)作(zuo)有(you)一(yi)(yi)個清(qing)醒的(de)(de)(de)認識,有(you)一(yi)(yi)種(zhong)緊迫(po)感。一(yi)(yi)是提(ti)高政(zheng)治(zhi)站(zhan)位(wei)。要(yao)(yao)(yao)認真學習(xi)習(xi)近平總書記關(guan)于(yu)信(xin)(xin)訪(fang)(fang)(fang)工(gong)(gong)作(zuo)的(de)(de)(de)重要(yao)(yao)(yao)批示精神和(he)對(dui)(dui)(dui)社(she)會大局的(de)(de)(de)重要(yao)(yao)(yao)論述(shu),增強(qiang)對(dui)(dui)(dui)新形(xing)勢(shi)下(xia)信(xin)(xin)訪(fang)(fang)(fang)工(gong)(gong)作(zuo)的(de)(de)(de)緊迫(po)感,把做(zuo)(zuo)(zuo)好(hao)信(xin)(xin)訪(fang)(fang)(fang)工(gong)(gong)作(zuo)作(zuo)為創優企(qi)業(ye)(ye)(ye)(ye)發展(zhan)環境(jing),維護社(she)會穩定大局的(de)(de)(de)高度來看待(dai)。二是堅持樹立以人民為中心(xin)的(de)(de)(de)理念。信(xin)(xin)訪(fang)(fang)(fang)工(gong)(gong)作(zuo)是群(qun)眾(zhong)(zhong)工(gong)(gong)作(zuo),是政(zheng)治(zhi)工(gong)(gong)作(zuo),要(yao)(yao)(yao)確(que)保職工(gong)(gong)群(qun)眾(zhong)(zhong)反映問題(ti)“事(shi)事(shi)有(you)回應,件(jian)件(jian)有(you)落實”。三是做(zuo)(zuo)(zuo)好(hao)企(qi)業(ye)(ye)(ye)(ye)黨(dang)組織部門的(de)(de)(de)參(can)謀和(he)助手。要(yao)(yao)(yao)多(duo)加關(guan)注信(xin)(xin)訪(fang)(fang)(fang)形(xing)勢(shi),分析信(xin)(xin)訪(fang)(fang)(fang)問題(ti),做(zuo)(zuo)(zuo)到問題(ti)發現在早,解決在小,努力(li)化解企(qi)業(ye)(ye)(ye)(ye)與職工(gong)(gong)矛(mao)盾,做(zuo)(zuo)(zuo)企(qi)業(ye)(ye)(ye)(ye)黨(dang)組織部門的(de)(de)(de)參(can)謀和(he)助手。

   ;     二、新時期企(qi)業信訪(fang)維穩面臨的困境。

        1、企(qi)(qi)業(ye)(ye)對信(xin)(xin)訪(fang)(fang)維穩工(gong)(gong)作重(zhong)要性認識(shi)有待加強。強化認識(shi)是確保企(qi)(qi)業(ye)(ye)信(xin)(xin)訪(fang)(fang)維穩工(gong)(gong)作順利開展的(de)前(qian)提(ti)和基礎(chu)。認識(shi)不清重(zhong)視(shi)不夠很容易導(dao)致企(qi)(qi)業(ye)(ye)信(xin)(xin)訪(fang)(fang)維穩工(gong)(gong)作“雷聲大雨點小”,陷入形式主義,制約工(gong)(gong)作效率(lv)提(ti)升。因此,企(qi)(qi)業(ye)(ye)必須重(zhong)視(shi)信(xin)(xin)訪(fang)(fang)維穩工(gong)(gong)作,傾聽職工(gong)(gong)呼聲,關注(zhu)職工(gong)(gong)訴求,構建科學友好(hao)信(xin)(xin)訪(fang)(fang)工(gong)(gong)作環境(jing)。

        2、一(yi)些(xie)(xie)信訪(fang)(fang)(fang)訴求問(wen)(wen)題(ti)(ti)難以(yi)解(jie)(jie)決。近(jin)年來,在參與解(jie)(jie)決的(de)(de)一(yi)些(xie)(xie)信訪(fang)(fang)(fang)問(wen)(wen)題(ti)(ti)中(zhong),我發現,有(you)(you)的(de)(de)是(shi)企業(ye)長期發展(zhan)中(zhong)積存(cun)了一(yi)些(xie)(xie)歷史遺留問(wen)(wen)題(ti)(ti)和(he)矛盾(dun)很難解(jie)(jie)決。有(you)(you)的(de)(de)是(shi)因(yin)企業(ye)改革發展(zhan)帶來的(de)(de)利益(yi)分配問(wen)(wen)題(ti)(ti)而形(xing)(xing)成信訪(fang)(fang)(fang)問(wen)(wen)題(ti)(ti);有(you)(you)的(de)(de)是(shi)因(yin)信訪(fang)(fang)(fang)人自身原因(yin),很難協調解(jie)(jie)決而演變成信訪(fang)(fang)(fang)問(wen)(wen)題(ti)(ti)。而這(zhe)些(xie)(xie)上(shang)訪(fang)(fang)(fang)人員不愿走法律途徑,而要(yao)走上(shang)訪(fang)(fang)(fang)渠道,因(yin)此,這(zhe)些(xie)(xie)利益(yi)問(wen)(wen)題(ti)(ti)難以(yi)解(jie)(jie)決和(he)兌現,造成了多年上(shang)訪(fang)(fang)(fang)現象(xiang),影響(xiang)了企業(ye)發展(zhan)的(de)(de)形(xing)(xing)象(xiang)。

        3、信(xin)(xin)訪(fang)人員(yuan)(yuan)容易陷入信(xin)(xin)訪(fang)誤區。一些(xie)信(xin)(xin)訪(fang)人員(yuan)(yuan)為(wei)了實現利益訴(su)求(qiu),時常出現一些(xie)思想偏頗、行為(wei)過(guo)激的(de)現象。有(you)些(xie)信(xin)(xin)訪(fang)人員(yuan)(yuan)錯誤地認為(wei)要想信(xin)(xin)訪(fang)成功,必須引(yin)起高層領導注意,引(yin)起政府(fu)關注,給(gei)地方(fang)政府(fu)施加壓力,才可(ke)能解(jie)決(jue)問題。還有(you)的(de)信(xin)(xin)訪(fang)人員(yuan)(yuan)不是通過(guo)正常途徑(jing)信(xin)(xin)訪(fang),而是采取“鬧一鬧”的(de)方(fang)式,來(lai)迫使企業答應(ying)其訴(su)求(qiu),因此,近(jin)年來(lai)的(de)“越級訪(fang)”、“鬧訪(fang)”、“纏(chan)訪(fang)”現象時有(you)發生,這些(xie)現象不容忽視,亟待認真研(yan)究解(jie)決(jue)。

        4、信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)工(gong)作存在弊(bi)端(duan)。據筆(bi)者從近幾年的(de)信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)工(gong)作中(zhong)得(de)知,新(xin)形勢(shi)下(xia),企業信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)的(de)具體工(gong)作中(zhong)存在著一些(xie)弊(bi)端(duan):一些(xie)信(xin)(xin)訪(fang)(fang)工(gong)作主動性不強;有(you)的(de)信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)工(gong)作人員(yuan)觀念守舊,工(gong)作方法單一,不能采用科學有(you)效(xiao)手(shou)段開展(zhan);有(you)的(de)企業缺乏信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)長效(xiao)機制,等等。這些(xie)弊(bi)端(duan)嚴重影響新(xin)形勢(shi)下(xia)信(xin)(xin)訪(fang)(fang)維(wei)(wei)穩(wen)(wen)工(gong)作的(de)開展(zhan),給企業經濟健康(kang)發展(zhan)帶來了一些(xie)不利因素。

        5、企業(ye)(ye)信(xin)(xin)(xin)訪(fang)(fang)(fang)維(wei)穩工(gong)(gong)(gong)(gong)作(zuo)(zuo)人員綜合素質有(you)(you)待(dai)提升。從多年的信(xin)(xin)(xin)訪(fang)(fang)(fang)維(wei)穩工(gong)(gong)(gong)(gong)作(zuo)(zuo)中感知:信(xin)(xin)(xin)訪(fang)(fang)(fang)維(wei)穩工(gong)(gong)(gong)(gong)作(zuo)(zuo)者是整個(ge)信(xin)(xin)(xin)訪(fang)(fang)(fang)維(wei)穩工(gong)(gong)(gong)(gong)作(zuo)(zuo)的一線工(gong)(gong)(gong)(gong)作(zuo)(zuo)者,直(zhi)(zhi)接面對信(xin)(xin)(xin)訪(fang)(fang)(fang)職(zhi)工(gong)(gong)(gong)(gong)群眾,因此,其工(gong)(gong)(gong)(gong)作(zuo)(zuo)責任(ren)、工(gong)(gong)(gong)(gong)作(zuo)(zuo)方法、工(gong)(gong)(gong)(gong)作(zuo)(zuo)能力(li)、工(gong)(gong)(gong)(gong)作(zuo)(zuo)態度、職(zhi)業(ye)(ye)素養等(deng),直(zhi)(zhi)接影響(xiang)著(zhu)信(xin)(xin)(xin)訪(fang)(fang)(fang)現場情況把控度,影響(xiang)著(zhu)職(zhi)工(gong)(gong)(gong)(gong)群眾的信(xin)(xin)(xin)訪(fang)(fang)(fang)問(wen)題(ti)能否得到(dao)具(ju)體的解決,直(zhi)(zhi)接影響(xiang)著(zhu)企業(ye)(ye)外在形象。這一角色至(zhi)關重要,這對信(xin)(xin)(xin)訪(fang)(fang)(fang)維(wei)穩工(gong)(gong)(gong)(gong)作(zuo)(zuo)人員的綜合素質提出了更高要求,加強(qiang)其綜合素質提升很有(you)(you)必要。

        三、新時期企業信訪維穩工作開(kai)展(zhan)策略。

        1、堅(jian)持(chi)以人(ren)為本和依(yi)法(fa)依(yi)規(gui)處理(li)(li)信(xin)(xin)訪(fang)問題(ti)(ti)(ti)。多年(nian)(nian)來的信(xin)(xin)訪(fang)維穩工(gong)(gong)(gong)作(zuo)觀察和經歷,筆者(zhe)(zhe)發現(xian):極少數信(xin)(xin)訪(fang)者(zhe)(zhe),確(que)實是(shi)遇(yu)到(dao)了自(zi)己無(wu)法(fa)通過正(zheng)常渠道解(jie)(jie)決(jue)的困(kun)難,對(dui)(dui)(dui)于(yu)此類(lei)問題(ti)(ti)(ti),應(ying)該(gai)正(zheng)確(que)對(dui)(dui)(dui)待,了解(jie)(jie)每一個上(shang)訪(fang)者(zhe)(zhe)訴(su)求情(qing)況并(bing)進行調查(cha)(cha)、研究(jiu)(jiu)、反(fan)饋,依(yi)法(fa)依(yi)規(gui)或合情(qing)合理(li)(li)地(di)切實解(jie)(jie)決(jue)問題(ti)(ti)(ti),這樣不(bu)僅讓上(shang)訪(fang)者(zhe)(zhe)心(xin)理(li)(li)得到(dao)安(an)慰,還可讓信(xin)(xin)訪(fang)者(zhe)(zhe)與企業(ye)(ye)建立(li)一個相(xiang)互信(xin)(xin)任的關系,如果查(cha)(cha)證不(bu)實,也要及時反(fan)饋,并(bing)依(yi)據《信(xin)(xin)訪(fang)工(gong)(gong)(gong)作(zuo)條(tiao)例》等規(gui)定作(zuo)出相(xiang)應(ying)處理(li)(li)。還有極少數常年(nian)(nian)上(shang)訪(fang)者(zhe)(zhe),雖然(ran)(ran)人(ren)數不(bu)多,但影(ying)響力極大,儼然(ran)(ran)成了上(shang)訪(fang)“專業(ye)(ye)戶”。此類(lei)上(shang)訪(fang)人(ren)員,對(dui)(dui)(dui)其上(shang)訪(fang)的問題(ti)(ti)(ti)進行調查(cha)(cha)梳理(li)(li)研究(jiu)(jiu),能解(jie)(jie)決(jue)的解(jie)(jie)決(jue),不(bu)能解(jie)(jie)決(jue)的,必(bi)須(xu)堅(jian)持(chi)依(yi)法(fa)辦事,規(gui)范操作(zuo)和著眼(yan)效果,做(zuo)到(dao)具體情(qing)況,具體分析,具體問題(ti)(ti)(ti)具體解(jie)(jie)決(jue),對(dui)(dui)(dui)必(bi)須(xu)堅(jian)持(chi)的,應(ying)堅(jian)決(jue)明確(que),決(jue)不(bu)后退,同時要做(zuo)好(hao)政(zheng)策宣傳解(jie)(jie)釋工(gong)(gong)(gong)作(zuo),爭(zheng)取得到(dao)廣大職(zhi)工(gong)(gong)(gong)群眾的理(li)(li)解(jie)(jie)和支持(chi)。對(dui)(dui)(dui)于(yu)無(wu)理(li)(li)糾訪(fang)纏(chan)訪(fang)鬧訪(fang)和越級(ji)上(shang)訪(fang)的,要贏得政(zheng)府支持(chi),利用法(fa)律手段嚴厲打擊(ji),還企業(ye)(ye)社會一個好(hao)信(xin)(xin)訪(fang)工(gong)(gong)(gong)作(zuo)環境(jing)。

        3、創新信(xin)(xin)(xin)(xin)訪(fang)工作方(fang)法,把信(xin)(xin)(xin)(xin)訪(fang)問(wen)題(ti)(ti)解決(jue)(jue)在(zai)始發階(jie)段。一是加大了對(dui)重(zhong)(zhong)點(dian)上(shang)(shang)(shang)訪(fang)人(ren)員的(de)關心(xin)與幫助,從思想(xiang)上(shang)(shang)(shang)教育,生(sheng)活(huo)(huo)上(shang)(shang)(shang)關懷問(wen)候,經(jing)濟(ji)上(shang)(shang)(shang)救濟(ji)救助,心(xin)靈(ling)上(shang)(shang)(shang)感化,讓他們體(ti)會(hui)到黨(dang)組織的(de)溫暖(nuan),社區(qu)的(de)溫情服務(wu)。二是關鍵時段采取關鍵措(cuo)(cuo)施(shi)解決(jue)(jue)“非訪(fang)”問(wen)題(ti)(ti)。每逢全(quan)(quan)國(guo)(guo)“兩會(hui)”、“國(guo)(guo)慶節”等信(xin)(xin)(xin)(xin)訪(fang)高(gao)峰時段,要(yao)以增強政治意識(shi)(shi)(shi),大局意識(shi)(shi)(shi),采取關鍵措(cuo)(cuo)施(shi)解決(jue)(jue)信(xin)(xin)(xin)(xin)訪(fang)問(wen)題(ti)(ti)。三是在(zai)全(quan)(quan)力化解調處(chu)矛(mao)盾(dun)糾紛(fen)上(shang)(shang)(shang)下功夫。按照抓(zhua)源頭、抓(zhua)苗(miao)頭的(de)思路,關口前移,重(zhong)(zhong)心(xin)下移,努力把問(wen)題(ti)(ti)消(xiao)除在(zai)萌芽。特別在(zai)重(zhong)(zhong)大節慶日、重(zhong)(zhong)要(yao)活(huo)(huo)動和(he)敏感時期,把重(zhong)(zhong)點(dian)人(ren)員、可能引發集體(ti)上(shang)(shang)(shang)訪(fang)的(de)熱點(dian)問(wen)題(ti)(ti)、可能導致群(qun)體(ti)性(xing)事件的(de)突出矛(mao)盾(dun)納入視線(xian)范圍,密切(qie)關注,重(zhong)(zhong)點(dian)防范,效果較(jiao)好。多年來的(de)矛(mao)調工作使我認識(shi)(shi)(shi)到:預(yu)防在(zai)先(xian)(xian),信(xin)(xin)(xin)(xin)訪(fang)苗(miao)頭性(xing)問(wen)題(ti)(ti)就(jiu)(jiu)(jiu)會(hui)消(xiao)除在(zai)萌芽狀態;教育在(zai)先(xian)(xian),重(zhong)(zhong)點(dian)信(xin)(xin)(xin)(xin)訪(fang)穩控對(dui)象就(jiu)(jiu)(jiu)會(hui)得(de)到早(zao)轉化;調解在(zai)先(xian)(xian),矛(mao)盾(dun)糾紛(fen)就(jiu)(jiu)(jiu)能得(de)到早(zao)處(chu)理。

        5.開(kai)展《信(xin)訪工作條例(li)(li)》等普法(fa)(fa)(fa)宣(xuan)教活(huo)動。通過開(kai)展普法(fa)(fa)(fa)活(huo)動,宣(xuan)傳《信(xin)訪工作條例(li)(li)》等法(fa)(fa)(fa)律知(zhi)識,讓廣大社區居民群眾學法(fa)(fa)(fa)、懂(dong)法(fa)(fa)(fa)、用法(fa)(fa)(fa)、守法(fa)(fa)(fa),懂(dong)得合理訴求、有序信(xin)訪。
